boehner called the republican bill, "pretty simple." >> it says there should be no long term increase in the debt limit until there's a long term plan to deal with the fiscal crisis that faces our country. >> ifill: today, the house opted for short term, temporarily lifting the debt ceiling until may 19, then resetting the cap to cover any borrowing over the current limit-- $16.4 trillion. and for now, republicans will not force immediate spending cuts. the party's new strategy would achieve that goal by forcing congress to pass a budget. house budget committee chair-- and last year's vice presidential nominee-- paul ryan. >> here's the point, we have a law, it's called the budget act, it requires that congress passes a budget by april 15. all we're saying is, "congress, follow the law, do your work, budget. and the reason for this extension is so we can have the debate we need to have." >> ifill: as added incentive, the house bill says, if there is no budget, then lawmakers won't get paid. after it passed today by a bipartisan vote of 285 to 144, speaker boehner said he's optimistic

come after you with. kind of the backdrop here is that house speaker john boehner has had some hiccups or headaches lately. it started late last year when house republicans struggled over how to deal with the george w. bush tax cuts. the house wanted them all extended for everybody. democrats are never on board. president obama was never going to be on board with the idea. so john boehner struggled in that situation, even coming up with an alternative plan for extending tax breaks for anyone making less than $1 million a year. he had to pull from the courthouse. so that was. a was. the next day, he also -- not the next day. excuse me, on january 1, they came back and finally agreed to raise tax rates for those incomes of people making $400,000 a year. that was a tough bill and proposal for him to put forward to, just because taxes went up at the end of the day. the next day he came back and decided to not have a vote on the sandy relief package. that made house lawmakers angry in the northeast. governor chris christie of new jersey also had some tough words for him. he pulled t

ryan there, very charming. he voted with john boehner on the fiscal cliff negotiation indicating that maybe he is in the conciliatory wing of the republican party. how do you figure? >> well, paul ryan was there. i was at that conference this morning. one of the best things, one of the most cheered up, the attendees the most was seeing one young star after another, ted cruz, the new republican senator from texas, tom cotton, congressman from arkansas and there are a lot of young, attractive, interesting conservatives and they don't agree on everything. i think there is a lot of internal debate going on -- i know there is a lot of internal debate and public debate at the conference. what do have you to compromise on? where do you have to drought lines and fight? i thought it was healthy. they are not in the fetal position, could youering or lashing out. they are trying to think about how to fight president obama, where to compromise, and hoto develop their own positive governing agenda, going forward. >> >> geraldo: president obama will be appearingary clinton tomorrow on "60 minu
